Are you allowed to travel with children without child safety seat taxi?

According to article 119.2a of the General Traffic Regulations approved by Royal Decree 1428/2003 of 21 November and modified by the Royal Decree 965/2006 of 1 September, establishes that taxis when they are on duty and exclusively when they circulate in urban traffic or urban areas of large cities, but in no case when they do so on motorways, Dual carriageways or conventional roads, may transport persons whose height does not reach the 135 centimeters without using an approved restraint device adapted to their size and weight, as long as they occupy a back seat.
